Why would you first build a WordPress website and change it afterwards? I shouldn't do it. Popularity of your php-website will slow down. Why don't you try a php-plugin if you want to create a your own code? Or even better, take a look at the WordPress codex. There you'll find all the information to build your own custom WordpPress-driven website.

You assumed absolutely right that setting up a website on wordpress is a better bet. Their user friendly set up lessens the time and effort and one can carry out so many wearisome tasks such as ftp settings, Meta tags uploading etc easily. Last but not least it provides SEO friendly plugins that’s why I think it’s more popular than blogger.com.
